The Directorate General for Foreign Trade shall be the technical body which assists the Minister in the exercise of his powers in matters of foreign trade,

It shall have the responsibility to:

  • Propose and implement State policy in the area of ​​foreign trade;
  • Develop and popularize legislative and regulatory texts on foreign trade;
  • Participate in bilateral and multilateral trade negotiations;
  • Ensure the application of international trade treaties and agreements to which Congo is a party;
  • Regulate exports and re-exports of goods and services;
  • Participate in the development of the trade balance;
  • Develop and execute the popularization programs of the agreements to which Congo is a party;
  • Participate in the promotion of exports;
  • Implement the sub-regional integration agreements in the area of ​​trade.

PART II: ORGANIZATION

Article 2: The directorate general of foreign trade shall be managed and run by a general director.

Article 3: The directorate general of foreign trade, in addition to the management secretariat and the reference centre of the world organization of multilateral trade, shall comprise:

  • The directorate of international trade relations;
  • The directorate of administration of trade transactions;
  • The directorate of administrative and financial affairs;
  • The departmental directorates.

Chapter 1: The management secretariat

Article 4: The management secretariat shall be managed and run by a chief of secretariat with rank of chief of service. · ·

He shall be responsible for all secretarial work, in particular:

  • Receive and forward mails;
  • Briefly analyses correspondence and other documents;
  • Enter and register correspondence and other administrative documents;
  • And in general, perform any other task that may be entrusted to him.

Chapter 2: The World Trade Organization Reference Centre

Article 5: The reference Centre of the World Trade Organization shall be governed by specific texts.

Chapter 3: Directorate of International Trade Relations

Article 6: The directorate of international trade relations shall be managed and run by a director.

It shall have the responsibility to:

  • Participate in multilateral trade negotiations;
  • Ensuring the implementation of multilateral trade agreements;
  • Participate in the promotion of trade;
  • Ensure the implementation of sub-regional integration agreements in the area of ​​trade;
  • Popularize trade agreements:
  • Participate in fairs and exhibitions organized abroad;
  • Ensure multilateral trade cooperation;

Assess the trade agreements to which Congo is a party.

He shall also manage:

  • The service of international commercial relations;
  • The service of trade relations with Africa;
  • The information and documentation service.

Chapter 4: The directorate of administration of trade transactions

Article 8: The directorate of administration of trade transactions shall be managed and run by a director.

It shall have the responsibility to:

  • Manage trade;
  • Monitor the transit operations of goods on the national territory;
  • Monitor the issuance of certificates of origin;
  • Participate in the development of trade balance;
  • Propose legal reforms related to foreign trade;
  • Monitor the evolution of the international market;
  • Follow the settlement of disputes with Congo's partners.

Article 9: The directorate of administration of trade transactions shall comprise:

  • The export and re-export service;
  • The statistics and trade balance service.

Chapter 5: Directorate of administrative and financial affairs

Article 10: The direction of administrative and financial affairs shall be managed and run by a director.

It shall have the responsibility to:

  • Manage human resources;
  • Prepare the draft budget for the running of the directorate general; participate in the development of the Ministry's investment budget; ·
  • Manage finance and materials;
  • Manage archives and documentation;
  • Develop and implement a staff training and development program.

Article 11: The directorate of administrative and financial affairs shall comprise:

  • The human resources department;
  • The finance and equipment department;
  • The archives and documentation service

Chapter 6: Departmental directorates

Article 12: The departmental directions to be created, as necessary, are governed by specific texts.

PART III: MISCELLANEOUS AND FINAL PROVISIONS

Article 13: The attributions and the organization of the offices to be created, as necessary, shall be fixed by ministerial decree.

Article 14: Each central directorate shall have a secretariat managed and run by a secretary with rank of chief of service.

Article 15: This decree, which repeals all previous contrary provisions shall be registered and published in the Official Journal of the Republic of Congo.
